A PLANNING inspector re- jected a bid to remove an ag- ricultural tie to a home in a garden centre as he said there remained a need for such prop- erties in the New Forest. Redcliffe Gardeners Ltd, which runs the centre in Bash- ley Road, New Milton, originally used the building on its site for employees but said it was no longer needed and now stands empty. When Redcliffe applied to the national park authority for per- mission to delete the condition, however, it was refused and the proposal was taken by the com- pany to appeal. The condition was attached to the property when it was built and essentially means it can only be occupied by some- one who works locally in agri- culture or forestry. Considering the appeal, plan-

ning inspector Mark Philpott noted the empty dwelling had not actually been marketed for sale, although it had twice been advertised to let for six months, including before another failed application to sever the agricul- tural tie in 2019. In his decision, Mr Philpott said he would have expected the property to have been on the market for at least a year and for the applicant to have advertised in local newspapers or specialist journals. Dismissing the appeal, he concluded Redcliffe had failed to show there was no demand for such agricultural housing in the area, including for forest- ry or commoning, and decided the condition remained “neces- sary”. He also ordered that Redcliffe should pay the NPA’s full costs of the appeal proceedings.
