Council reveals plans to expand village hall
PLANS have been unveiled to expand the village hall at Sway to accommodate a popular pre- school and Scouts group. The proposed extension to the Middle Road facility, which is often booked up, would in - volve a new 16-metre section of building protruding into Stan - ford Rise green. It would be around 15 metres wide and contain a hall, office, study room, kitchen, three uni - sex toilets and a disabled toilet, internal and external storage and an outdoor play area for children attending the on-site Little Flyers Preschool. Under the plans, an existing smaller hall could also be trans - formed into a community café or other village facility. The floor under the entrance lobby and office will be a piled raft construction to protect a large oak tree to the east. Describing the proposal as an “opportunity to invest in the future of the community building”, the parish council’s application said that allowing the facility would support the next generation of Sway resi - dents. The deadline for public com - ments passed on Tuesday and the NPA is due to make a deci - sion in the coming weeks.

AN iconic Milford building is set to be remodelled and extended to create three self-contained flats above a cafe and restau - rant. An application from Richard Thompson has been agreed by New Forest District Council to alter the existing bed-and- breakfast accommodation at Marine House on Hurst Road to create two apartments, as well as build on the current roof ter - race to create a third. A report by NFDC planning officer Vivienne Baxter ac - knowledged the proposal was contrary to policies which re - sist new residential homes in the greenbelt and seek to retain tourism amenities. However, she pointed out that evidence submitted with the application demonstrated the bed-and-breakfast was not viable and had never operated at more than 55% capacity.
Previous planning consents show the building was origi - nally designed as a two-storey restaurant with the upper floor later adapted to create bed- and-breakfast accommodation because the eatery business was said to be unviable. The latest proposals will in - volve the second floor being split to create two self-con - tained units and a third level added to create another. The NFDC planning report concluded: “It appears that the combination of the site’s remote location relative to the village centre and the impact of seasonal weather makes it diffi - cult to sustain the level of busi - ness anticipated with the origi - nal two-storey café/restaurant.” The ground floor of the build - ing, which is home to The Light - house restaurant that opened in July 2020, will continue to operate.

Proposal for four new homes rejected again
PLANS to build four new homes in Dibden Purlieu have been turned down at appeal by a planning inspector for the second time. Phil Selwood had applied to New Forest District Coun - cil to develop land adjacent to St Jude, in Roman Road, with
two detached and two semi-de - tached properties, as well as creating a new vehicle ac - cess. Two of the properties would be four-bedroom homes and the others three-bedroom. The application also includes two detached car ports.
The appeal was submitted after NFDC failed to make a de - cision within the allotted time period. But it later indicated it would have turned it down due to the impact on the char - acter and appearance of the area. Planning inspector Hollie
Nicholls ruled that although the proposed dwellings were appropriately scaled and laid out, the development would cause unacceptable harm to the nearby European protected sites due to recreational distur - bance, additional waste water, and vehicle pollution.
The application attracted six letters of objection from neighbours concerned about the additional traffic, impact on privacyandlight,andpedestrian safety. A similar application for the site was dismissed on appeal in February 2020.
