Wheelie bins set for 90% of New Forest homes
Police release image of ‘flytip attack’ suspect
POLICE have released an im- age of a man wanted in con- nection with an assault during a confrontation involving sus- pected flytippers. The local victim, who was in his 50s, was attacked and his camera damaged as he record- ed himself telling two men to retrieve waste he said they had dumped down a Christchurch footpath on Tuesday 22nd Sep- tember. A video later posted on You- Tube ended with images of the broken Panasonic camera and the victim’s bruised fingers. He was left shaken but suffered no other injuries, according to po- lice. PC Amy Bowkis said: “As part of our enquiries I have obtained an image of the suspect, and ef- forts to identify him so far have not been successful. “I would ask anyone who knows who he is to please con- tact Dorset Police.” As reported in the A&T, the victim captured footage show-

inet member for environment, said 90% of local authorities in England collect waste in wheeled bins. “There’s a lot of work still to do to get this right, including asking our residents for feed- back on our plans and making sure there is somewhere appro- priate to send the food waste for recycling. Any changes won’t come in until 2022 at the earliest,” she said. “Waste minimisation sits at the heart of all of this and there is no question that change must happen.” Low recycling rates across the district, which stood at just 34% in 2019/20 – significantly be - low the national average of 44% – must be tackled, officers have warned. In 2018/19, NFDC’s per- formance was ranked 286th out of 345 councils in England. The council will also increase the volume of materials it col- lects for recycling, including plastic trays and beverage car- tons, which are not allowed un- der the current system. The draft strategy will now go to the next cabinet meeting on 4th November. If approved, officers will put together a full business case. There will be a four-week public consultation period between 12th November and 10th December. late winter/early spring and in- cludes: l Blackfield Road/Church lane/B3053, signalised junction proposed, including new cross- ing facilities l A326/Holbury Drove, new southbound right-turn ghost island including new pedestri- an crossing facilities l A326/Southbourne Avenue, new southbound right-turn ghost island l Dibden Purlieu Rounda- bout, widening of approaches and exit lanes

MORE than 90% of homes in the New Forest look set for wheelie bins after councillors agreed to take forward a pro- posed overhaul of the area’s waste collection service. Plans for a rubbish and re- cycling collection on alternate weeks and a separate weekly food waste pickup went be- fore the district council’s envi- ronment panel. Garden waste would also be stored in wheelie bins and collected fortnightly, for a fee. Currently, residents use black and clear plastic sacks for their rubbish and recycling, which is picked up weekly, reusable bags for garden waste, and a box for a four-week glass collection. There is currently no service for food waste. Panel members raised con- cerns over properties with little space for the storage of bins, but they were told research had estimated that 92% of homes would be suitable. Alternative systems would be provided for households that are not, al- MAJOR £8m roadworks to im- prove a main route along the Waterside have started. Seven junctions on the A326 will be upgraded, along with one on the B3053 Fawley bypass, to boost capacity for those living and working in the area. The upgrade will begin on 1st December and last for 18 months, but investigative work in the area started on Wednes- day and will run for about four weeks. This includes underground utility investigations, trial holes and ecological surveys, and will see temporary traffic signals and lane closures Monday-Fri- day between 9.30am and 4pm. vice manager for waste and transport, said: “We won’t get everything right first time and we can flex. It’s also about ed - ucating residents to properly participate in the service that we provide.” Cllr Sue Bennison said she had witnessed wheelie bins in other areas being left out all day following collection, and asked if refuse collectors could put bins back onto properties after emptying them. “What we don’t want to see will be implementing some modest but much-needed im- provements to increase capaci- ty at these eight junctions, im- proving access for communities to areas of employment and education, while supporting the economic prosperity of the area.” HCC said the work would increase capacity at the junc- tions, which experience conges- tion and delays, and “create a more resilient network that is better able to accommodate fu- ture growth in the area”. Solent Local Enterprise Part- nership has given £5.7m to- wards the scheme, and Fawley Waterside has provided local match-funding of £2.4m.
is a whole row of wheelie bins across the open Forest,” she said. Mr Noble replied: “In terms of wheeling themback in, we would have to take into account the time that would take the crews to do that at every property.” The meeting heard the change would lead to a more cost and carbon-efficient ser - vice, minimise the volume of waste, and improve the quanti- ty and quality of recycling. though these were not speci- fied. Cllr Jack Davies said many of his constituents in Pennington had approached him about the proposed alternate weekly col- lection. “I know we’ve had certain issues with rubbish build-up in the village,” he said. “I won- dered with this new system, will that be monitored to see if there’s an improvement or neg- ative effect?” Chris Noble, NFDC’s ser- side’s £1bn plans to redevelop the old power station site with 1,500 homes and commercial properties was approved in out- line by both New Forest District Council and the national park authority. Many objectors to Fawley Waterside’s scheme have cited increased traffic on the A326 as a concern. HCC transport boss Cllr Rob Humby said: “The A326 needs significant improvement at the northern end to improve access for public transport, walking and cycling and we will be sub- mitting a bid for national fund- ing for this major infrastructure work. “In the meantime, our team

Back & Hip Pain?
“I was recommended to BritChiro by an eighty year old man in the village. He had had trouble walking and had gone from one to two sticks; then one day I saw him with no stick! I rang him and he told me he was coming to BritChiro. I had acute pain in my back, through to my groin and could barely walk. My Chiropractor diagnosed that the problem was with my hip which amazed me as that part of my body didn’t hurt. I could barely walk because of the pain and was worried I would have to give up work. I felt instant improvement on my rst treatment session.” Susan Eaton, Plant Nursery Worker
